Dan McKinnon, director of urban water and wastewater operations, said it took place in easements west of Woodward Avenue, north of Barton and near Dunn Avenue.
Flooding flooded several streets and basements of about 20 to 25 families, he said.
He added that water and electricity were shut down for safety.
McKinnon said emergency services were still working late Tuesday to determine whether some residents would have to leave their homes to take further security precautions.
McKinnon expects public engineers to work in the morning to fix the break. Coun.
Sam Merulla said the houses were flooded to varying degrees after a water cut between 7: 30 and 8. m. , he said.
Huge surface water has caused serious damage on several streets including Grace and Dunn Avenue and parts of Woodward Avenue.
\"This is a very large water pipe,\" Merulla said . \".
\"It\'s under a lot of pressure because it delivers water from water treatment plants to other parts of the city.

\"Public works personnel, fire and police officers and water and electricity personnel participated in the scene.
Merulla says the police have to shut down Grace and Dunn.
Merulla is now trying to get sympathy grants from the city to help residents in the flooded basement.
He said that due to the municipal elections in the coming weeks, there is a problem that the new parliament will not meet until December.
Merulla hopes that \"there will be a clause for the city manager to use his authority to implement a compassionate funding process.
